This article explains the Framework Agreement of Dec 2022 signed between Sudan’s military leaders and pro-democracy parties designed to reverse the damage done by the military coup in October 2021. It describes motivations of and relationships between key actors influencing political dynamics including the pro-democracy youth-led neighbourhood-based resistance committees in cities, armed actors from conflicts in the geographic peripheries, ‘deep state’ actors who supported the previous Bashir regime and international actors. It predicted much of the insecurity of April 2023.
